Acquisition Challenge: The Importance of Incompressibility in Comparing Learning Curve Models

The Department of Defense (DoD) cost estimating methodology currently employs T. P. Wright’s 75-plus-year-old learning curve formula. The goal of this research was to examine alternative learning curve models and determine if a more reliable and valid cost estimation method exists, which could be incorporated within the DoD acquisition environment. This study tested three alternative learning models (the Stanford-B model, DeJong’s learning formula, and the S-Curve model) to compare predicted against actual costs for the F-15 A-E jet fighter platform. The results indicate that the S-Curve and DeJong models offer improvement over current estimation techniques, but more importantly—and unexpectedly—highlight the importance of incompressibility (the amount of a process that is automated) in learning curve estimating.

Adverse Impacts of Furlough Programs on Employee Work Rate and Organizational Productivity

This article is primarily a research-provoking exposition against the management approach used in the 2013 government furlough program. It is intended to prompt potentially productive research investigations on the impact of personnel furloughs, particularly on defense acquisition programs. Defense acquisition programs are time-sensitive and systems-oriented. What appears as a minor delay in one unit of an acquisition life cycle can lead to long-term encumbrances within the entire defense system, resulting in enormous cost escalation. Pertinent analytical techniques/methodologies are provided to illustrate potential pathways for further research studies of furloughs and how they adversely impact organizational productivity. The author’s intent is to provoke research so that future furloughs can be better conceived, planned, executed, and managed—or avoided altogether.

Half-Life Learning Curves in the Defense Acquisition Life Cycle

Learning curves are useful for assessing performance improvement due to the positive impact of learning. In recent years, the deleterious effects of forgetting have also been recognized. Workers experience forgetting or decline in performance over time. Consequently, contemporary learning curves have attempted to incorporate forgetting components into learning curves. An area of increasing interest is the study of how fast and how far the forgetting impact can influence overall performance. This article introduces the concept of half-life analysis of learning curves using the concept of growth and decay, with particular emphasis on applications in the defense acquisition process. The computational analysis of the proposed technique lends itself to applications for designing training and retraining programs for the Defense Acquisition Workforce.
