In September 2010, then-Under Secretary of Defense for Acquisition, Technology and Logistics Ashton Carter directed program managers (PM) to routinely analyze the business cases behind procuring the technical data packages and rights to new weapon systems. In this article, the author recounts some of the historical difficulties with procuring technical data for fielded systems, and presents a heuristic economic model outlining the problems that PMs should consider before making an offer.

The initial version of the DoD’s Better Buying Power (BBP) guidance directed use of “Should Cost Management” as a tool to increase efficiency and productivity in DoD acquisition programs. Over 3 years later, it is worthwhile to examine how programs have implemented Should Cost, the types of savings programs have identified and realized, and best practices and lessons learned that may be adopted or adapted by other programs. This paper provides selected Should Cost implementation examples from 15 Major Defense Acquisition Programs (MDAP) that have resulted in realized Should-Cost savings or initiatives that have an excellent chance of being realized. These programs employed various approaches based on the program’s characteristics and phase within the acquisition life cycle.

Frank KendallIn this article, I thought I would give us all a break from our budget woes, sequestration, and continuing resolutions—issues I hope will be resolved before this goes to print.

In 1971, I graduated from West Point. This was also the same year that David Packard, the Packard in Hewlett Packard, who was then the Deputy Secretary of Defense (there was no Under Secretary for Acquisition), published his rules for Defense Acquisition. I wouldn’t say there has been nothing new under the sun since then, but some things do endure.
