Defense Acquisition Workforce and defense industry professionals engaged in the acquisition decision process must have extensive knowledge of the relationship between government ownership of technical data rights and the transition of technology from the Science and Technology (S&T) community into Programs of Record (POR). For purposes of this article, the authors’ objective was to identify ways to increase such understanding and promote successful transition of technical data rights through use of survey questionnaires that solicited feedback. This research concluded that Program Executive Officers and Program Managers were transitioning the associated technical data rights along with the Advanced Technology Development products; and that Department of Defense ownership of Technical Data Rights makes a statistical difference in the successful transition of technologies.
